Stocks were set for a higher open on Monday, as a capital-gains tax proposal from House Democrats called for a smaller increase than expected and investors were buying last week’s dip. 

Futures on the Dow Jones Industrial Average gained 217 points, or 0.6%, while S&P 500 futures rose 0.7% and Nasdaq Composite futures advanced 0.6%.
